I found another Painted Gentleman from last February in Chinatown. The tough part about one like this is trying to figure out just what it says. Letter by letter I decoded that the word painted on top in COOGAN'S. Under that I see the work CHEW on the left and VIRGINIA on the right. And a large yellow thing. Is this a Mail Pouch building in New York City? Mail Pouch is from Wheeling, West Virginia and used that in their advertising along with the word Chew. Sorry though, I don't remember where this was. It was after the parade when we were walking around and before we headed for the car. I just know it is in Chinatown.
